In reply to letter of His Excellency's of the 9th September enclosing ... for the Ordinance to coerce production between the Kowloon Commissioner and the Opium Farmer, I have the following to report:
The Draft Ordinance sent to His Excellency on the 29th September consolidates and renders the law relating to Opium, but I find it requires another short amending Ordinance.
Among the papers which are marked B, Dr. Robinson (lately Acting Police Magistrate) thinks that with a few alterations the draft will serve all practical purposes.
